Short answer: yes, there is real free help available, and most Ontario business owners never book it. It will not build you a custom website or run your SEO for the next three years, but it covers more ground than most people expect, and it costs nothing but an appointment.

What is the Digital Service Squad?
The Digital Service Squad is a Digital Main Street initiative delivered through local Small Business Enterprise Centres, funded through Ontario’s Ministry of Economic Development, Job Creation and Trade in partnership with TABIA and OBIAA. It puts trained staff in front of small business owners, at no charge, to help with practical digital tasks like:
- Setting up or cleaning up a Google Business Profile
- Basic website or e-commerce setup
- Building out a social media presence
- General guidance on which digital tools fit your business
A business cannot apply for Digital Service Squad funding directly. That funding goes to the Business Improvement Areas, municipalities, and Enterprise Centres that run the squads. What you can do is book time with one, the same way you would book a free consultation.
Where do you find your local squad?
Coverage runs through your regional Small Business Enterprise Centre. In this part of Ontario, that means the Waterloo Region Small Business Centre, which operates out of Kitchener, Cambridge, and Waterloo, and the Guelph-Wellington Business Enterprise Centre, which covers Guelph and Wellington County. If you are further into the GTA, Toronto’s Small Business Enterprise Centre and the enterprise centres in Mississauga, Brampton, and Hamilton run similar programs. A quick search for your city name plus “Small Business Enterprise Centre” will get you to the right office and its current booking process.
Squads are staffed by real people with limited hours, so appointments can take a week or two to land. Book before you need the help, not the week your Google listing gets buried by a competitor.
What else does a Small Business Enterprise Centre actually do?
Digital help is one piece. Ontario runs roughly 57 of these centres, and most offer, at no cost:
- One-on-one consultations with a business advisor
- Business plan reviews
- Guidance on licences, permits, and registration
- Access to market research tools and reference material

What free tools handle the paperwork?
Two tools are worth bookmarking before you ever pick up the phone.
Ontario Business Registry. Run by ServiceOntario, it lets you complete more than 90 transactions online: registering a business, incorporating, and updating existing filings. It is free to browse and the fees you pay are government filing fees, not a service charge.
BizPaL. This federal, provincial, and municipal tool asks what your business does and returns a list of the specific permits and licences you need, with links to apply. It will not fill out the forms for you, but it saves the guesswork of figuring out which level of government to even ask.
Neither tool builds anything for you. They just remove the excuse of not knowing where to start.
What is the smart order to use all of this?
- Register first. Use the Ontario Business Registry to get your business properly set up before you spend money on anything else.
- Check BizPaL for any permits specific to your industry, especially if you sell food, alcohol, or run a home-based business.
- Book a free consultation with your local Small Business Enterprise Centre while you are getting organized, not after something breaks.
- Book the Digital Service Squad once you know what you want help with: a cleaner Google Business Profile is a good first ask if you serve customers in Guelph or Kitchener-Waterloo.
- Bring in paid help for the parts that need to hold up under real traffic and real competition.
Where free help stops being enough
A Digital Service Squad appointment is usually one session, sometimes a short series. It is built to get a business unstuck, not to design, build, and maintain a site that ranks on Google and shows up when someone asks an AI assistant for a recommendation. The squads are honest about this themselves: their job is basic setup and pointing you in the right direction, not ongoing strategy.
That is the gap most small businesses fall into. They get the free Google Business Profile cleanup, feel good about it, and then never touch the actual website that the profile links to. A profile with no strong site behind it still loses the customer at the last step.
